Kandawalai Divisional Secretary’s division is situated in Kilinochchi administrative district of Northern Province of Sri Lanka .It is located in the eastern part of KilinochchiDistrict. This division covers a land area of approximately 183.63Sq.km and water land covers an area of 26.08sq.km. Most of the area of this division lies on the main land.The extent of total area is 209.71Sq.Km.It is a flat land. It is bounded on the north by elephant pass lagoon and Pachchilaipalli division, Mullaitivu district in the eastern border and Karachchi division on its southern and western border. Administrative office of this division is located in PeriyakulamGramaNilladari division and 20Km away from District Secretariat in Kilinochchimain town.
The kilinochchi district was separated from Jaffna district in 1984.At that time this district consist 03 Assistant Government Agents such as Karachchi, Poonagary&Pachchilaipalli. Kandawalai area was covered under the Karachchidivision. There after Kandawalai Division was formed as a sub office of the Karachchi division in 1987. There after it was established one of the Assistant Government Agent in Kilinochchi District in 03.09.1989.From 1950s still to now day’s number of colonization scheme and youth settlementscheme had been established by the state to absorb excess unemployed families and educated youth from Jaffna district and at the same time most of the families came from southern part of SriLanka due to the ethnic conflict in 1956. There after some moderated villages were created in the Kandawalai division as follows.
- Colonization scheme was created in Kalmadunagar (Ramanathapuram) in 1950.
- Colonization scheme was created in Tharmapuram in 1958. (Ethnic Conflict)
- Colonization scheme was created in Punnaineeravi in 1972.
- Educated youth scheme was created in Piramanthanaru in 1976.
- Colonization scheme was created in Mailvakanapuram in 1982.
- Colonization scheme was created in Thambirasapuram in1990.
- Colonization scheme was created in Kannaginagar in 1994.
- Colonization scheme was created in Kallaru in 2005 after the Tsunami
- Colonization (Indian) scheme was created in Puliyampokkanai(Land less Families)
This division was affected time to time due to the civil war and the natural disaster. Finally this division was completely displaced in end of the 2008 and all people were displaced from our division to Mullaitivu due to the final civil war. There after these people were stayed at refugee’s camp in Vavuniya. After that step by step all people were resettled their own place since the begging of the 2010.Now a day’s all people were completely resettled in our division and our division has got second large population in our district. The population of this division is 26070.It is divided into 16 GramaNilladaridivisions.
After the resettlement the division had to work out hardly to accomplish to basic needs for the people. The Kumarapuram GN division was the first resettlement division in Kandawalai division. Then other GramaNiladhari divisions were carried out to resettle the people. Some various sectors such as government, private NGOs and INGOs gave their hands, to provide livelihood assistance, reconstructions and development process.Kandawalai Divisional Secretariat area is very appropriate location for farming & Livestock rearing. The soil of the Kandawalai division has got fertile and enough mineral for crops. Most of the people main occupation is agriculture. The people get the accomplishment from the paddy cultivation and other hand these families involve some subordinate occupation such as livestock rearing, fisheries, small industries and self-employment and also these families get their more income from these source in our division.
The land in kandawalai could be categorized as a flat with less than 10% slop. There are two medium tanks and 70 minor tanks all over the division connected 03 rivers to conserve rain water. The highest elevation of this division is 3m. Like paddy cultivation, they grow other field crops in the two seasons respectively Maha season and Yala season. The two monsoons which the north east and the south west bring rain to this area. The highest rain fall gets from the north east monsoons in our area.
